The Paycheck Protection Program (PPP) was a COVID-19 relief initiative created by the CARES Act in March 2020 and administered by the U.S. Small Business Administration (SBA). The program provided forgivable loans to small businesses, sole proprietors, non-profits, and self-employed individuals to help them keep employees on payroll during the pandemic.
Between April 2020 and May 2021, the SBA approved more than 11,468,210 loans totaling $792.60B. Loans under $150,000 had borrower names withheld under FOIA Exemption 6 — these represent the majority of loan count but a minority of total dollar volume.
